The type of radiation often used in communications are usually far beyond infrared, so it contains a very low amount of energy. I don't think it would be very harmful. 'Feeling' radiation is something else, though.

Does it mean my PC will still consume some power when shut down? All its lights and fans turns off once my PC shuts down but I was curious. Or do you mean it tries to keep things as intact as possible for the next shut down/boot?

@brentmaas it happened last August, then it stopped until Christmas holidays. Then it stopped from Early January to late February and then again from then until April. I'll check if I have those files. Note that I never actually saw a BSOD appear on this computer, though.
EDIT: I have MEMORY.DMP and Minidump/101715-41371-01.dmp on my PC, but the last modified and creation date is from October 17 2015.

I had this problem once as well recently, do the following files exist on your pc?
-C:/Windows/MEMORY.dmp
-C:/Windows/Minidump/XXXXXX-XXXXX-XX.dmp (insert random numbers on X)
If you answer "yes" to at least one of those questions, you're most likely dealing with BSODs. Browse eventvwr around the time of the crash or use some 3rd party program (I like BlueScreenView from Nirsoft) to determine the bugcheckcode.
