Well, both. On the deep web, you can find stuff that is weird but not necessarily classified as the 'dark web', like one time there was just this german guy selling pretzels for bitcoins. The dark web has some weird stuff but I think most of it classifies as horrifying, rather than strange.

Nothing stops someone from bumping old topics if they have something relevant to add to them, though. ;)

I don't remember which one is what but IIRC one of them is often refered to as the silkroad and is mostly where criminal actitivies such as drug/firearm dealing happens and the other is another secret-ish part of the Internet but with legal activities for the most part. I might be wrong, though.
