I saw a quite scary post earlier today on TI-Planet: https://tiplanet.org/forum/viewtopic.php?f=4&t=17823
If you own a TI-83 Plus, TI-84 Plus C Silver Edition, TI-89 (non-titanium) or TI-92+ and need to download the guidebook, then bad news for you: Those are now gone from TI website. For example, for the TI-92+/v200, all you will find in the guidebook section is the language localization app files.
Not only that, but TI-84+CSE OS 4.2 and TI-89 OS 2.09 are now gone as well (earlier, OS 2.55MP and 92+/v200 OS 3.10 were gone as well, but they're now back online).
I wonder if that was a mistake or if it was intentional? In any case, if someone accidentally deleted his CSE OS then he's gonna have an hard time getting a new copy.

I was able to download the TI-83 Plus guidebook from here (https://education.ti.com/en/us/guidebook/search/graphing-calculators) without any problems. The OS files are indeed missing, and I can't find them on the FTP either. A while back, TI delinked a lot of the Graph-Link software (notably TI-85, which isn't supported by TI Connect) but it remains accessible on the FTP site.
I wonder why the OSs aren't there... ???
I don't know. Critor suspect that TI just ended support for those calc models. But what if someone accidentally deletes his OS and TI decides to crack down on websites hosting OS copies? Will TI-CARES at least have the courtesy to send them an OS copy?
The 83+ OS just came back.
I think I have the guidebooks and OSes of the 83+ and V200 saved in my computer somewhere, but I may have deleted them.

I assume that TI is just doing site maintenance and moving files around then. We'll see if the CSE OS comes back online, though.
And we still don't know if they just were doing maintenance or if they really were planning to remove those files until TI-Planet brings up the issue. Kinda like when they announced the 84+SE was discontinued in 2010 to finally revert their decision.
I saw that the 84+ Silver C was also missing when I went to test a contest entry.
Semi-necropost:
So in case you haven't noticed, Kerm posted TI's response on Cemetech about this several weeks ago at https://www.cemetech.net/forum/viewtopic.php?p=244987#244987 . Basically, TI just removed stuff for calculators that are no longer being sold, such as the 84+CSE. Basically, you now have to e-mail TI-CARES in order to get an old calculator OS, which, IMHO, isn't really a good move from them considering some people might need the OS file immediately and I can't see what TI would be losing by keeping the files available online.
Or get them from the TI-Connect 4 install folder, which you can download on TI's site
Oh, I forgot that they were with TI-Connect. Sadly, if they aren't included with TI-Connect CE, then I bet it's only a matter of time before the TI-Connect copies are gone too, since TI will most likely remove TI-Connect from their site in a few years like they did with many other softwares and files.
Considering they still sell 83+, 84+ and 89T, I doubt TI-Connect 4 is going away anytime soon :)
True, but what about 2018-19-20? :P Maybe those calcs are not gonna be sold anymore in a few years.
