Nope, tools won't count. Of course you can use them to make your game, though :P (eg xLIBC, SourceCoder, your own map editor, etc)

Nah I cannot participate, same for anyone that has access to the staff sub-forum. I might still do a game using the same theme, but it won't be a contest entry.
