to highlight a person in a post put their name behind an @ like this: @Streetwalrus
Streetwalrus will then be notified he was mentioned.
In IRC it's enough to just mention the name, without the @ before it :)

Well, @mentions on IRC only works for people who are on Telegram, although even without the @ it still highlights them on IRC.
