On a side note, the ads change more frequently now, even when some authors of specific ads aren't online. Does it mean that Project Wonderful actually does some rotation, after all?

Actually, it's all part of the whole bidding thing. With a few people fighting for the winning spot (sometimes automatically) and having their ads expire after a few hours or days, the prices change constantly and it naturally makes the ads rotate a few times a day. Project Wonderful does not rotate the ads automatically, but their bidding process does.
